Update a work permit
Partially update a work permit. All fields are optional; only provided fields are updated.
Status changes are validated against the permit lifecycle:
requested->issued(requiresvalid_fromandvalid_to)issued->livelive->extended(requires a new, latervalid_to) orclosedextended->extended(re-extension) orclosed
Any other transition is rejected.
